I like the idea of the snap ring, it would make removing it in 20 years much
easier.  You can solder the carb shaft and butterfly easily because they are
copper.  Solder does not bond well to steel, I think you would need to at
least heat it to a brazing temperature. Alternatively you could glue them on
with a bit of epoxy.
