California passed a law that only OEM catalytic converters are legal.  This 
was to prevent the aftermarket from selling high performance/low restriction 
units.  California fails to recognize that British Leyland is no longer in 
business. It's just another way to try and force the older "gross polluters" 
off the road.  So, even though the suppliers can't sell aftermarket 
catalytic converters in California, it isn't illegal to have them on the 
car.  You can buy them in Nevada, and then install them yourself.  If the 
car passes the sniffer, and passes the visual, there is no way of knowing 
whether or not the converter was OEM on a Midget.

The exhaust manifolds ALWAYS crack. 1st, the ZS carb runs rich, then the cat 
overheats, then the manifold cracks.  If it doesn't have to pass emissions 
testing, install a header.  SAVE THE CRACKED MANIFOLD, as they are also 
getting scarce, and if it ever has to pass a visual smog inspection, you can 
always temporarily re-install the cracked manifold.  Headers are almost 
always available on eBay for about $100-$150.

The cat became standard on all Midgets sometime late in '77.  Prior to that
'75-'77 could come either with or without a cat depending on whether it was
a California or federal car.  I found this info in the VB catalog.  The
curios thing is this note at the bottom of the page:

Catalytic Converter is legal for road use in 49 states and Canada.
Replacement converter is not legal for sale or use in California.
