Yeah, I've heard rumors about this.  Too late for your friend but
apparently the only way to avoid this at the moment is to find someone
with smog testing equipment that isn't an official state tester had get
an unofficial test.  If it fails, you keep tweaking and re-testing until
you're pretty sure it'll pass the official test.  Sounds like a good
business opportunity for someone.
