If its a bored-out 260, it will NEVER run cool, no matter what you do. A
thin-wall engine like the 260 can't survive a bore to 289 specs.
Solution is a new short block. 
        If its a stock 260, they are all undercooled by virtue of an
underdesigned and undersized radiator that was marginal even when new.
You could move to Alaska and only drive in the winter months. Better
still, buy an oversized radiator from one of the providers listed on the
WEB page. All other tips---bigger fan, hood louvers, opening up the
sheet metal blocking flow to the radiator, altered water pumps, water
wetter---are all halfway measures. Bigger radiator works, unless the
block is overbored.
