May I add to what Sid advised.  The idle screws are
screwed in and then back out about 1 1/2 turns as
a starting point.  Then with a warm engine and idle
speed of about 600-700 rpm use a vacuum gauge
to achieve maximum idle for each screw.  You can
temporarily use the PCV vacuum port at the base
to attach the gauge.  The result should be a very
smooth idle.  Once you get the maximum idle for
each screw, turn it back in about 1/4 turn.  Too lean
(screws out) makes the engine run hot and may
eventually burn a valve if you idle a lot.  To rich
(screws in) may carbon up the engine.  But this
can be cured but a quick run on the expressway.

The hole on top of the bowl is a vent hole. As long
as you have one,  you're OK.  The vent prevents
hot gas vapor from building up pressure and blowing
seals after shutting down with a hot engine.
