Fuel Tank Repair

A question for the group:

I have 2 sets of tanks 1 of which I plan on restoring for my Tiger. Both
have been out of cars for over 10 years and look to have been stripped at
one point.

The first set looks to be in better shape with no rust but has been
"sealed" by the DPO with I suspect the stuff you get from Eastwood. The
problem is that it's falling off in sheets inside the tank and needs to
come out. My first thought was to have the tanks stripped at a radiator
shop but most of them won't touch the job because of the coating. One place
offers their tank renew service that runs $350!

The second set has no coating inside but shows signs of some rust.

My plan is to powder coat the tanks once they're clean. Any ideas on how to
get them stripped, what to do inside the tanks after they're stripped, and
can the inside be sandblasted?
