Close.  They straps also keep the vinyl boot
cover from falling into the hole when the SOFT top
is up, not just the hardtp.  There should be two
hooks at the end of the straps that will go into
the metal strip at the bottom of the soft top.

This all indicates you have a MK IA/II as those
MK I's with metal boot covers dont have these
straps.  It is also the way to tell if your hardtop
is for MK I Tiger as it will not have the holes
drilled for the strap hooks.
