Chris,

As far as I know, there is no such thing as a "Lucas Conducting Time Limit".

If the insulation on the wires isn't hard or cracked, there is no reason why 
you can't use the harness. You should check all the female spade connectors to 
make sure they will be tight when connected to the male spade. If they aren't 
just apply pressure on them with pliers until they are tight on the spade. Be 
careful not to flatten them too much so you can't get the spade in. 

You can freshen the harness by rewrapping it before you install it.
