Tie Rods--Question

Which direction should the tie rods be positioned? With the nut on the
top or the bottom as they go into the spindles? Does it matter how they
go? Mine have the nuts on the bottom, and this just looks funny to me. I
am going to replace the ends, and I want to put them back together
properly if they are not correct now. Thanks for any response!
