The brake lights should be on the bottom, and the turn signals on the
top... so you should first get that sorted out. Maybe you installed or
wired the right light assembly upside down? One way to tell is to remove
both bulbs from the sockets and look inside the bulb holder. The turn
signal light has only a single contact down at the bottom of the socket,
while the brake/tail light has two contacts at the bottom of the socket.
The turn signal requires a 1156 type bulb, with a single 25 watt
filament. The 1157 type light bulb, used for the brake and taillight,
has two filaments, an 8 watt filament and a 25 watt filament. The 8 watt
filament is used for the taillight, while the brighter 25 watt filament
is used for the brake lights. To make sure that they're installed the
right way around, the two bayonet pins on the sides of the bulb contact
are staggered. You have to make sure that the stagger on these pins
matches the stagger on the slots in the bulb socket. It is usually
difficult, but not impossible, to install these bulbs the wrong way
around. If you do, then the taillight will be bright on that side and
the brake light will be dim. It is likewise possible, if you try hard
enough, to install the 1156 bulbs in 1157 sockets, and vice versa, and
doing this will also give incorrect operation.
