        13 inch pounds is basically finger tight.

        My 1988 Ford Mustang is like that.   Set the bearing with 20 ft-lbs
while turning the hub; back off the nut 1/2 turn; torque nut to 15 in-lbs.
I have a 1/4" drive inch pound torque wrench for this job and I can put the
socket on the torqued down nut and spin it off with my hand.

I have a wheel hub nut that the manual (Volvo) calls for 13 inch  pounds.
My 
torque wrench is is foot pounds.  Is there a conversion  formula? Thanks in
