The tach being intermittent is another interesting problem but I suspect
unrelated to your long term slugishness.
I have had exactly the same symptoms on 3 of my Alpines when the fuel
tanks started shedding their interior paint.
The clog occurs at the fuel line take off in the middle of the lower
pipe connecting the two tanks. A ~1/2 inch fuel line makes a right angle
exit from a 3"+ pipe At first it is only a moderate restriction but
can increase with flow while driving. The flakes are big enough
that few will make it to the filter. With filling and sloshing the flow
between the tanks can temporarrly appear to clear the clog.
My only satisfactory solution was to remove the tanks, strip out the
old paint and recoat. Since it happened to all of my Sunbeams
over 15 years ago, it seems odd to have it happening now. I would
have assume all the tanks had failed long ago and would have been
fixed by now
