A couple things to check:
Is the belt old? Rubbery bits do tend to get hard and become not so
sticky when they get old.
Is the belt damaged? Slipping will heat the surface, and the heat will
glaze the belt, making it slip more.
Do the water pump and generator turn freely? I had a water pump bearing
get really stiff, to the point where the belt was slipping, but there
was no leak.
