I'd really be surprised if it's a problem with the fuel tanks flaking off and
clogging the fuel filter. I would think that if this were the issue, that the
car wouldn't rev freely like it does in the higher rpm ranges. I would think
it would be more likely to exhibit fuel starvation symptoms. One more
thing...I have had it started a couple of times since the first of the year,
but it wasn't run for any length of time.

If you have a clear fuel filter it should be easy to see if anything from
the tank is clogging things. If you find it full of "stuff" you can contact
the list and they can tell you what the substance most likely is.
If the car has only set for 3 months, the more I think about it, it probably
isn't this 10% gas that has gone bad. That would seem rather quick, but then
I don't know how long it takes to go bad.
