Not normal, you are right, some mechanical=20
binding in the gauge.  If it=E2=80=99s been sitting for
a long time, it may correct itself after some
use.  It comes apart easily and might be an
opportunity to repaint the needle and clean
the inside of the glass!  Be gentle though.
