It is possible to get a
 semblance of proper tuning -at some point or limited range- but only the 
 closed loop mode will hold things tight from idle to top end and load. >>

In my opinion, a bad o2 sensor will not cause such a rich condition, Coolant
temp sensor, Air/flow meter, or bad fuel pressure reg...
