Slide the clips into the slit on the rubber seals - one edge of the rubber
fits into one of the slots on the clip.  When finished the clip, which looks
like an "S" shape - will have the rubber in one opening, and the other
opening will be down in the slit, facing with an open end outward,  so when
you push the rubber on the plate, the plate slides into the slit in the
rubber and is held by the clips at 6 or 7 places (I forget how many there
are)

It wouldn't hurt to hit the spot with some Wax-Oyl or other undercoat
material.   ALSO on mine the rubber seals do NOT meet the outer fender well
at all, leaving big gaps at places.  The DPO had filled these voids with
Silicone caulk,  and I believe that I am about to do the same.

<<3. I found the rubber drain tube inside the fender wheel but don't know
what to do with it. It was left long (coiled up inside) enough to rote some
where but I don't know where. I hope you don't just leave it there and allow
the water to sit inside the fender. >>

The rubber tube drains the scuttle.  Mine is not long, but only pokes through
into the are between the inner/outer wing about 4-5 inches.  There is a drain
hole back by the A post that needs to be kept open or indeed you will rust
this area out.  I cannot say whether the tube should be shorter or longer,
 (I imagine shorter though - but am sure that it should not be long enough to
be "coiled" up.    I plan on hitting this area with a little POR 15 or
Miracle Paint at the seams, then some Wax-Oyl in the whole cavity before I
button it up for good.
