TR7 valve shims are placed under the tappets, and atop the valve
springs. They are about the size of a watch battery.  I think they
either heighten or lower the tappet, depending on the size of all the
shims, to get the correct contact with the cam and valve opening.  If I
am wrong, or not completely correct, or not detailed enough, I am sure
someone on the list will set me straight.  It's been a few years since I
messed with a TR7, but I think that is how the shims went.
