TR6 differential mounts

My differential mounts did something strange yesterday.  The metal 
inserts pulled out of them.  I replaced one of the mounts about a year 
and a half ago.  When it went out, it had completely torn away from the 
mounting bolt, and the metal bracket was broken.  I wouldn't be 
surprised if the main reason the current problem happened is that one of 
the mounts didn't have a washer below it.  If only replaced one them 
earlier, this would be it, since it definitely looks older.  How likely 
would I be risking damage to other parts if I reattached the mounting 
bolts and made sure both mounts had washers under them?  One of the bolts 
will have to be replaced, since I just broke it off while trying to 
tighten it more.  However, the other seems to be intact.  On this one the 
weld broke loose some time before I bought the car, but the bolt seems to 
be fine.  The other one is still welded in place.  How can I best remove 
it, if I can at all, without removing the differential?  I've already 
tried putting vise grips on the exposed end in an attempt to twist the 
bolt free, but the weld appars to be made of stronger stuff than I am.
