Do you mean "voltage" or "current".  You measure voltage with the meter in
parallel with the load (coil) and current is in series with the load.  I think
you may be measuring voltage, in which case you would get a reading (12V) only
on one side of the coil when the points are closed (grounded).

With the battery side of the coil removed, measure resistance from the wire that
goes to the dizzy (put your meter negative lead on chassis ground).  With the
points closed, you should read a short.  Now open the points and resistance
should go infinite. This will locate any open or short conditions.

I suspect the points may not be installed correctly.  Make sure the little lug
thatmounts on the points and goes to the coil is installed correctly, so that it
makes contact with the points but not with the ground, its easy to install
wrong.  Also, there have been some bad capacitors (condensors) coming out
lately, try your old one to see.
