I could easily be wrong about the surface tension and Water Wetter
relation. But, doesn't soap reduce surface tension? How about alcohol?
I would guess that WW is probably an alcohol-related substance (as it is
sometimes used with glycol antifreeze, thus must agree with that)-
Although having soap in ones' radiator might be fun for blown head gasket
(wow, check out all the bubbles!) I don't think it would be a good thing
to add.
My take: leave the photo stuff in the darkroom and the auto stuff in the
garage. Better safe than sorry...
