I would like to disagree  with the previous respondent.  I replaced the upper
bushing on a '71 TR-6 without removing the column.  I did this in '87 or 88 and
my memory is fuzzy as to the procedure I used.  I originally planned to replace
both and purchased 2 pcs.   Still have one of the new ones in my Triumph spares
collection.  In discussing how to do the R&R with someone more knowledgeable, it
was suggested that I only replace the upper one to get the most effect for the
least effort.  I assume that I used a hooked awl or similar tool to snag the
bushing (was not concerned about damaging the old bushing-if it was not going to
come out I was prepared the remove the steering column and replace both).  Again
if memory is correct, the ears are exposed and allow limited access to grab the
bushing.
