TR6 Headrest stuck

Listers,
The drivers seat headrest in my 73 UK spec. TR6 is jammed in the lowest
position. Moderate force has not shifted it. I can feel the headrest shaft
through the material on the seat back. Any suggestions on freeing this,
before I resort to stripping the seat down, would be appreciated.
