Speaking of closeout, etc.  Check out your local hardware superstores (home
depot, etc.)  They sometimes have "returns" that are sold and warranted as
new but at sometimes real good discounts.  I was able to find a 5hp 25gal
110 unit for $125 (reg 270) because 1) it was returned for a larger capacity
and 2) they changed brands.   I wanted to go a little bigger, but couldn't
beat the price. (I was also able to get a decent generator at less than half
price.) 

I haven't tried a blast cabinet yet, but have done some spot painting and
used most of the tools.  It hasn't been undersized yet.

Sears usually has some good buys for less than $500, look for a special
or a return or close out, but 220 is the better power...
