I've even seen the 'rubber' become porous and allow gasoline through with no
visible holes !

If you can find (or cobble together) the appropriate plug (I think a 5/16"
flare plug from the hardware store will work), you can do a bench test by
priming the pump with gas, then plugging the outlet and pumping up pressure
against it.  If all is well, the pressure should hold for several hours, at
least.
