I can only answer part of your question : 1974 model year cars have to
be smogged (assuming you live in a California smog area) until 2004,
when they become exempt.  They changed the exemption to 30 years and
older.  Even after installing an earlier engine, the car will be
expected to meet the standards for 1974, including both tailpipe
emissions, and required equipment present.  However, depending on the
shop, they may not go too heavy on the visual inspection.

I was under the impression that 72 and later heads would not fit 71 and
earlier blocks, but I could be wrong.

I'm not familiar with the TR6 EGR setup, but normally EGR just needs an
opening into the exhaust somewhere, and an opening into the intake
manifold behind each carb.  If it were my problem, I'd probably try to
add the necessary fittings to the 69 manifolds.

My 80 Chevy has an EGR valve that looks very different from the original
valve (starting with the fact it's two separate valves, and not in the
original location), but I don't believe the smog inspector has ever
noticed.  It passed even the more detailed "inspection only" test, and I
was never asked for the CARB number for it.
