I did not see the engine rotate personally although I believe my mechanic
who did the rebuild that it indeed turned at completion for the valve
adjustments.  It did not sit outside, however it was just inside a roll up
door that stayed open all day during working hours.  I was very careful to
select bolts of equal length to original for the clutch when I installed it.
The clutch pedal is working and I can disengage the trany completely,
although I have not tried that yet (I will tonight).  I have tried a
different battery just in case I didn't have enough amps in the battery I
was using for some reason.  I tested the starter solenoid for 12V to the
starter.  I have removed the starter and tested it outside the car.  You can
hear the solenoid throw the gear into the flywheel with that classic
resounding engagement and then the crank moves about 1/8" (it is NOT
completely frozen which gives me some hope).  I installed all the parasite
parts myself. 
My mechanic says that the flywheel bolts would not strike the oil seal
anyway as they are in a different concentric zone.
I have purchased a 6pt 1 1/8" socket and plan to carefully hand rotate the
crank tonight.  If it feels as though something is really wrong, I will
inspect the back of the flywheel first, and then reluctantly pull the pan
and see what's going on in conrod and main bearing land.
