it's done by applying silver then black then somehow using some tool to
selectively mix the powders, like a marble cake. Has anyone done this?

Jack,

I suppose one could powder coat in black, cure and then apply a coat of
silver and before curing take an artist brush and sweep the powder to an
imperfect cover with the desired effect.  Then clear coat the whole mess.

But I'm still a novice.
