If you look carefully at the back of the steering wheel hub, there
should be 3 small set screws (grub screws) that retain the control
head.  You'll need a narrow, high quality flat blade screwdriver to turn
them, as the slot is down inside the hole.  If they haven't been out in
recorded history, a shot of PB Blaster (or your favorite penetrating
oil) the night before may help.  The screws don't have to come all the
way out, but for your first time it may be better to take them out.

Then, you'll need to disconnect the 4 control head wires at the
connectors near the LH horn (RH if your car is RHD).  Pull the control
head wiring harness out of the clips on the inner fender, and make sure
it's clear to slide into the end of the steering box (into the stator
tube).

Now, you should be able to pull the control head away from the steering
wheel, pulling the wires through the stator tube.  I like to stop when
the end of the wires is roughly flush with the lower end of the tube,
and remove the tube with the wires still inside it, as it makes it a
little easier to reassemble by myself.  But, it's not a lot harder to
pull the wires out of the tube and fish them back in later.  Before
removing the stator tube, you'll need to drain the steering box oil, and
remove the nut and gland from the face of the steering box.

If you have the factory manual (or the Bentley reprint), this procedure
is described on page 16 of section G (Steering and Front Suspension).
