AAhhh....  well then a gasoline engine is ALWAYS 
at ZERO efficiency.

You'd have to say an engine is 'super-duper efficient'
at it's supposed task.

What energy is 'going in'???   
gasoline as a fuel is not 'energy in' . The engine has to 'work'
to burn a fuel     

You wouldn't have any rotation, unless there was spark. 
No spark without rotation.  No fuel used unless 'WORKING' 
to suck it in...   (or blown in...using energy coming from where?)

Like almost EVERY man made machine...
HEAT is generated. Heat is 'energy output'

OK OK OK....    'nough farting around.

The only true measure of an engines efficiency is it's ability to 
perform all the tasks required to simply keep itself running.
Frictions, A/F intake and expulsion, gear mess frictions,
electrical distribution losses, regulation of  heat generation.

Now if you want to refer to the 'intended purpose' of an engine
to move a car,.... you can't state it's energy efficiency simply on the 
MPG you might get.
Toooo many other factors effect this.  wind drag, driveline frictions
weight vs speed (energy per unit of time needed to 'maintain'
the work load)...   on and on and on... etc etc...

:-)

Seriously though... what benchmarks would you define as
an accurate means of comparing an engines efficiency
at it's 'designed / intended'  task?   Put it in different weight 
vehicles to measure it's rate of work capabilities?  
Overload it and measure it's rate of heat generation?

You either have a 'working process' that has an efficiency index...
or 'no process' at all.

Again, the purpose of an engine is propulsion.  If the engine is not
propelling the car it is producing no output.  Efficiency is energy out
divided by energy in.
