This brake light behaviour is normal on most Triumphs, the lights are fed
from (one of) the ignition controlled fuses, no relays! Why would you need
brake lights without the engine running (ignition on)! The engine does not
have to be running just have the ignition on. you will find the indicators
and reverse lights are the same.
