I am assuming that you will be repainting the bonnet. If that is the case, I 
had great luck using "aircraft stripper."  Use the stuff that is flammable 
and smelly, the "low odor" version doesn't work as well.  You may have to use 
several coats and a wire brush.  Make sure you use solvent resistant gloves 
(double glove each hand), safety goggles and cover all skin, this stuff burns 
like the devil.
