In the past, I've just soaped it up and slid it through the channel.
Someone else wrote that you can lay one edge in the groove and then push the
other edge in place with a suitable blunt object, which is what I plan to do
next time.

Support the frame on jackstands, far enough off the floor to have room to
work.  Stick a length of 2x4 on edge between a floor jack and the nuts on
the spring pan nearest the lower trunnion.  Raise the jack just enough to
compress the spring, enough to slide the bracket (with the rubber stop
already installed) up into place and put the two bolts through it.  Be sure
to keep your fingers out of harms way should the jack slip, and keep most of
the weight of the car on the jack stands.

Sorry, no help on the throttle shaft.  I've never seen one that appeared to
have original paint on it, but that doesn't mean much.
