The order of the wires does not change, it's fixed by the firing order, but
obviously the location of the wires has to be correct.  Note that TDC isn't
good enough, you have to know whether the camshaft is positioned to fire #1
or #4.  Some people check this by removing the spark plug from #1, and
putting a finger over the hole as you crank the engine.  If it's coming up
on #1 firing, the compression will blow your finger off the hole.
Personally, I prefer to remove the rocker cover and watch the valves.
Coming up on #1 firing, the valves for #1 will not be moving, while #4 will.

Next is point gap, then static ignition timing ... and don't forget the
rotor is necessary for the engine to run <g>
