Barry,

Consider starting/surge loads as a factor.  For example, the power required 
to start your Wiper motor is much greater than the current required to keep 
it running.

I would think a good rule would be perhaps 1< the starting load rating of 
all the devices likely to be operating at once on that particular circuit 
.  Nothing more than the maximum original wiring/fuse rating though for 
your particular car (30A?)
