Stub axle wear

I looked the the factory manual, but can't find any spec for stub axle wear.
I haven't got the micrometer out yet, but there is enough that I can feel it
with my fingernail, probably less than the thickness of a sheet of paper.
It is time for new ones?

Also, I read the factory method for tightening the front hubs.  Basically
install the bearings dry, take up the slack, mark the nut, then pack the
bearings and re-install.  Is that the best method?  I've always installed
them packed with grease, tighten until there is a bit of resistance, then
back off a bit.
