Where is your timing set ?

Assuming it's no more than about 6 BTDC, I'd probably start by disconnecting
the linkage to the front carb, to be sure it's not holding things open; and
the linkage between the carbs.  Check that the idle levers, and the fast
idle lever, are not touching anything.  Then try applying a little extra
closing force to each carb to see if that brings it down.  If so, your
throttle bushings may be badly worn.  Then I'd start looking for the vacuum
leak.

If all else fails, pull the carbs and check the throttle plate centering.
It should close snugly on both the top and bottom, the only 'daylight'
should be near the shaft.
