I found the problem!  There is no rear mounting bolt.  The moss and victoria
calalogs only give a part number.  Does anyone have any idea what size bolt
it is so that I can run to Home Depot and get one with making many trips?

Then I pulled the one off my spare engine -- it was the same altho not as
bad, I got a new one from moss. I would guess it is common. Make sure the
bracket mounting bolts are on tight too, engine oil will leak out the holes
if they're not
