Try under pan-head instead of round-head.  For example, P/N 92470A097 is a
#2 pan-head Phillips, 3/8" long, in 8-18 SS.  $2.74 for a box of 100.

As an alternative, you might consider using a machine screw.  If memory
serves, you can get to the back of that area fairly easily with the heater
out, and that would let you use a brass screw in whatever size suits you.
