Oil Pressure Gauge Capillary Tube

Can someone shed some light on how this is supposed to work?

My TR4A, as other TR2-4's, have a capillary tube that runs from the oil 
regulator/filter to the pressure gauge. I'm assuming that either;
1) the oil really doesn't run through the tubing but that the gauge reflects 
air pressure in the tube, or:
2) the gauge has some sort of relief valve that allows air to escape and the 
oil to pass through the tube and directly affect the reading. or,
3) Something else entirely.
