Yes.  It's sometimes called a 'foot' valve.  They rarely fail, but it is
possible, and a replacement seal is included in the MC rebuild kit.  There
are two springs that control the motion of the foot valve (in addition to
the link to the piston) and they can also fail.  I believe one is included
in the rebuild kit, but the main spring is sold separately.
