TR4A Steering Rack & TR6 sighting

Greetings All,
 
Just starting looking into reconditioning the steering rack from my 4A.
While studying it, I noticed a few things I do not have answers for, and
I thought, "Why not ask the list?".  So.. can anyone help me with the
following.
 
1. Inside of the steering column flexible couplings, there are grounding
wires.  What electrical charge is this grounding?
2. Does anyone know of a supplier of the bolts that join the adapters to
the couplings?  They have small holes drilled through the ends so that
wire can be used to secure them, much like bolts in aircraft.
3. One of the steering rack boots is secured with two fasteners.  The
other with one fastener and one wire.  I bought the kit from TRF and I
can't figure out how the wire is "fastened".  Does anyone know?
 
On the way home from taking my kids camping this morning I found myself
driving through Weatherford, Texas and saw a green TR6 in a grocery
store parking lot.  License plate was TX XGR-27D.  Wouldn't happen to
belong to anyone here would it?
