Have him put a governer on the engine which is basically an old fashioned rev
limiter.

Or just don't drive over 60mph.   Cruising at 80-82mph gets me 26-27mpg,
dropping it down to 65-68mph gets me over 30mpg.  With stock drivetrain and
OD.
