How high is your idle ?  In my experience, fast idle is much more likely to
cause run-on than even slow timing, and fast timing doesn't cause run-on at all.

I also don't worry much about runon, just get in the habit of shutting down in
gear, and letting the clutch out as the engine dies.  Foot on brakes, of course.

The timing fluctuation is probably worn bushings and/or shaft in the
distributor.  It's a very common problem with Lucas dizzies.
