Sounds to me like you're already on the right track ... I think the holding coil
in the solenoid is broken or intermittent.  It's possible it could be severe
adjustment error, but I don't think that's likely.

Use the "ball lift" method to set the lever, and then it wouldn't hurt to check
the drop as well (although that's not the cause of your problem).  While you've
got the plug out, remove the valve stem and check it for damage and swarf in the
little hole.  Again that's not the problem, but it's worth checking while you're
there.
