No, they can't !  The 40735 distributor is not listed in the TR3 workshop manual
because it was only fitted to very late TR3A/B (and early TR4) and the TR3
manual was never updated to include it.

Even the 4th edition of the TR2/3/3A SPC, which is the latest one I've seen and
includes many changes after TS60000, only lists distributors up to 40698
(Stanpart 206751).

And according to my 1962 Lucas catalog (which lists both 40735 and 40795, for
both TR3 and TR4), the two distributors do take the same advance spring set,
54411614; and the same "shaft and action plate" 54410290; and the same vacuum
unit, 54413565.

Arguably, the only difference between 40735 and 40795 is the change in
distributor model number, from DM2P4 to 25D4.

Why ?  Seems entirely possible to me that Lucas stopped production of the DM2
model, and Standard-Triumph (or maybe it was BL by then) ordered a new model
distributor with the exact same specs.  And there doesn't seem to have been any
accompanying engine change that would require a different advance curve.
