[TR] different size holes?

List, 

What is the purpose of Triumph drilling a slightly larger hole on one side
of the Trunnion Bracket than the other side of the bracket which 'clamps'
the steering box and bracket together?  There are two such holes, over and
under each other and close together.  It also makes me take another trip to
the hardware store..
