I have a copy of  the foreward to a Mechanical Design handbook. The  author 
says that prior to WWI, Germany forced Prussian engineers to  design hardware 
for their war department but the mech designers decided to  sabotage it. They 
designed every single part as complicated and as  expensive as they could. But 
the Germans loved it, and held their work up as  examples of good design -and 
its been that way ever since he says.
