Yes, the damper has to come out first.  Then you put the spring compressor in
it's place.  That relieves the pressure on the A-arms, so you can undo the
nuts/bolts and swing them up to the top of their travel.  That should let the
spring pan drop off the studs so you can pull it horizontally out away from the
frame and lower it (by undoing the spring compressor).
