The steel shim gasket is much thinner than the standard head gasket. Mordy at 
www.headgasket.com can make a solid copper head gasket in many thicknesses.  He 
is a longtime TR4 racer and makes special copper gaskets for many different 
industries, but started his company making gaskets for his Triumph racing 
efforts.  
There are other ways to decrease the compression and still use the standard 
gasket.  Like, opening the combustion chamber a little, or dishing the tops of 
the pistons. It wouldn't take much, but knowing how many cc's are needed would 
be important.  
Do you know how much thicker the head gasket needs to be?  Mordy might be able 
to help you with this.
